Essential Job Functions and Responsibilities: Plans, develops, and directs the preparation and dissemination of informational material, such as the summary of benefits and coverage, brochures, presentations, and other communication tools, to support and promote MCHCP programs and services to members, board members, elected officials, special interest groups, media representatives, and business partners. Analyzes and evaluates the communication strategies and advises the CIO and other executive staff on matters pertaining to communication.
- Responsible for MCHCP’s on-line presence, brand and user experience, including the organization’s web sites, social media presence and electronic communications. This position works with the Multimedia Communication team (Writer/Editor, Graphic designer, and Web Content Specialists) to maintain the graphic consistency, writing style and quality of the website, including accessibility standards and keeping the site appealing to help drive user experience and engagement.
- Manage and develop MCHCP presence on social media platforms including Facebook, Twitter, LinkedIn and YouTube in accordance with MCHCP standards and protocol. Use surveys and analytics tools to elicit member feedback and engagement to assess website, social media and electronic communications for optimization and making improvements. Draw upon best practices to ensure website, social media and electronic communications are meeting MCHCP’s standards and objectives. Creates and coordinates public awareness initiatives for MCHCP, informs management of public reaction to programs, suggests strategies for future communications, and makes recommendations for modified or new programs.
- Interprets and communicates plan information to the membership of the health care plan, which includes current state employees, retirees, public entity employees and dependents. Works closely with MCHCP staff to evaluate and decide upon design and content of informational materials.
- Maintains and ensures compliance with the Communication Handbook. Edits internal and external office communications for staff, as needed. Utilizes the MCHCP Communication Approval Policy and leads the multimedia communication team to ensure timely production of communications. Develop and evaluate Requests for Proposals (RFP) for contracts in the Multimedia Communication section. Manage vendors and projects that are associated with those awarded contracts. Annually MCHCP releases a RFP and awards a contract for Printing Services. Prepares and maintains assigned budget. Prepares and maintains assigned budget. Supervises and coordinates the activities of supervised staff.
Required Knowledge, Skills and Abilities: Comprehensive knowledge of the principles, practices and techniques of planning, composing, designing, editing, and disseminating informational materials. Extensive knowledge of the general principles of supervision. Possess the ability to plan and organize daily work flow activities for staff; train and advise staff in communication methods and techniques; and evaluate and set performance goals and expectations for staff. Extensive experience and knowledge of Microsoft Office is required. Skills using the current version of Adobe Creative Cloud and Acrobat DC are strongly preferred.
- Knowledge of current state medical plan is preferred, or have some experience in the administration of medical benefits programs. Working knowledge of insurance industry practices, terminology, and functions. Ability to quickly learn details of the medical plan design and MCHCP’s programs, operations, rules, and regulations. Ability and willingness to travel with occasional overnight stay, as needed. Ability to establish goals and evaluate performance; ability to plan, coordinate, direct, and motivate the work of others. Ability to maintain section’s budget; previous experience maintaining a budget is preferred. Ability to operate various A/V equipment and create and develop slide presentations and video presentations, as needed. Ability to prepare and edit informational material for presentations and the ability to prepare and present information in a clear and concise manner. Ability to conduct research and find pertinent information. Ability to interpret and explain agency policies, laws and operations. Ability to exercise significant independence, initiative and technical skill in the area of multimedia communication. Excellent customer service skills both in person and over the telephone. Ability to make independent decisions in accordance with established policies and procedures; and ability to prioritize, organize and perform work independently and under pressure. Excellent organizational and time-management skills. Requires excellent oral and written communication skills and the ability to professionally conduct group presentations under sometimes stressful situations. Ability to maintain confidentiality of all MCHCP information and records in accordance with Health Insurance Portability and Accountability Act (HIPAA) and other applicable laws and regulations.
- Ability to serve as a productive team member and ability to demonstrate a professional and positive attitude while establishing and maintaining excellent working relationships with MCHCP executive, management and general staff, members, board members, elected officials, special interest groups, media representatives, business partners, and the general public.
Minimum Qualifications:
- Bachelor’s degree in Business, Journalism, English, Communications, Public Administration, or a closely related field with specialization in insurance or benefits administration is required.
- Excellent work history and attendance record required.
- Must have a minimum of two years’ experience in a government setting with significant involvement in communication.
