40 hours per week, Monday – Friday and as otherwise necessary to fulfill duties of the position.
POSITION SUMMARY
The Village of Hoffman Estates is seeking a motivated individual to perform a variety of duties related to the implementation of General Government Department (Village Manager’s Office) and Village goals, with an emphasis on management of all communications functions and coordination and leading various programs and employee teams in support of overall department operations. This position reports to the Village Manager and Deputy Village Manager and has regular interface and collaboration with all operating departments of the Village.
The successful candidate will be adept at working both independently and in a team environment with other professional staff members. Specific duties include: management of the Village’s Communication Division including oversight of newsletter, website, press releases and social media; management of the performance measurement program; coordinating grant applications; performing research, preparing analyses and reports; assisting in the preparation of the Department’s annual budget and Village Annual/CIP Budget and providing technical and operational support for all operating departments. A minimum of 4 years of related experience is preferred. A Master’s Degree in Public Administration, Public Policy or a related field is required. Applicants should possess excellent analytical, writing, and presentation skills.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Manage all aspects of the Village’s communication program, including newsletter production, press releases, social media, media relations and other public information.
- Plan, edit, write, design and maintain updates of the Village’s website, and research other Internet possibilities. Assist with fulfilling requests for information that arrive via the web, or from other sources.
- Manages and leads performance measurement program and works with all operating departments to prepare analysis tools and reports on a quarterly and annual basis.
- Prepares and presents reports and/or recommendations to the Village Board and Standing Committees, Village management and other governmental units. Assists in administering various priority programs. Attends Village Board, Standing Committee, Coffee with the Board, budget workshops and other meetings. Composes correspondence and drafts procedures and directives. Explains policies and programs and responds to inquiries from citizens and businesses and other parties as necessary. Investigates and follows-up on citizen policies and ordinances to citizens. Coordinates special projects, makes recommendations and ensures accuracy and/or compliance.
- Manages grant applications and reporting, including compliance with deadlines, coordination with applicable departments, providing summary reports to the Village Manager and Village Board on grant status, and identifying/pursuing eligible grant opportunities.
- Manages the implementation of the Village Sustainability Plan and serves as staff liaison to Sustainability Commission, leads staff sustainability team, coordinates with budget planning, and promotes sustainability on behalf of the Village to residents and businesses.
- Assists with the preparation of the Annual/Capital budget and prepares appropriate commission budget.
- Coordinate photograph opportunities at Board/Committee meetings and community activities for use in pamphlets, newspapers, annual reports and other information media.
- Generate, plan and prepare news items, newspaper articles and stories, bulletins, radio and television releases on a variety of Village projects and programs.
- Coordinate production and distribution of the Village newsletter and supervise newsletter editor.
- Assist with the on-going responsibilities relative to the municipal cable access channel and preparation of marketing materials, such as the new resident packet and other municipal and economic development publications.
- Regularly coordinates with staff in the promotion of economic development, Board and Commission events, and other local and regional activities.
- Manages the coordination of special events.
EDUCATION, EXPERIENCE AND COMPUTER SKILLS
The designated education and experience levels best describe the minimum requirement needed to fulfill the essential job functions. However, any combination of equivalent education or experience may be considered.
- Master’s Degree in Public Policy, Public Administration or a related field.
- A minimum of four years related experience preferred.
- Proficiency in Microsoft Office Suite.
- Web and website editing applications, Adobe Acrobat and Photoshop a plus.
