PURPOSE STATEMENT: The purpose of this position is to design, research, install, maintain, and repair systems and solutions within areas of responsibility of the Video Engineering & Operations Department with the goal to ensure a high level of technical design and performance, reliability, and quality of experience for our customers. Please find below a brief description of the essential duties and responsibilities required to function successfully in this position.

REPORTING RELATIONSHIP: This position generally reports to the Mgr, Video Engineering & Development and Dir, Video Engineering & Operations.

MAJOR DUTIES AND RESPONSIBILITIES:
ESSENTIAL FUNCTIONS :
Provides design, research, technical, maintenance, and support to Video Engineering & Operations services and departmental needs.

Assist with the design, assembly, and configuration of existing and future analog or digital sources for distribution, transport, and broadcast.

Provide local or state-wide technical support as needed for both legacy and future systems and services for residential and commercial video services.

Research, evaluate, upgrade, and test system hardware and software components as required.

Works closely with Video Operations and cross-departmental teams to identify potential issues, and/or opportunities within or related to the customer experience.

Supports upgrades, changes, and activities which may include training, mentoring, or team oriented projects, programs, and company functions.

Utilizes computer, network, data communications, audio, video, or cable RF skills to design, plan, operate, maintain, and troubleshoot advanced analog and digital CATV systems. Maintains system operation standards by performing quality checks, calibration, & FCC regulatory compliancy utilizing measurement equipment such as field strength meters, scopes, spectrum & data analyzers, or PC-based monitoring systems or tools.

Must be available for on-call duties during non-business hours and respond to trouble call needs and requests.

Must be able to adapt to new situations as they emerge in projects, new technology & services, and be able to change course of action and perform other duties as assigned individually or as part of a team. Participation to the design and development for services within the Video Engineering & Operations departmental scope.

Manages small scale projects and assignments. Assist to develop and maintain system documentation, inventory, or equipment service records.

OTHER DUTIES :
May require on-call duties, during non-business hours, in the event of service outages.

Work in analog and digital source, channel, and program environments inclusive of HFC, RF, Coax, Optical, Free-space-optics (FSO), satellite, dish, antenna, microwave, and IP transmission and distribution technologies.

Support WDM/CWDM/DWDM, QPSK, QAM, multiplexing, rate shaping, grooming, transrating, compression, modulation, demodulation, channel and content processing, add-drop solutions, and local insertion efforts.

Apply knowledge in forward and return data path systems, broadcast, narrowcast, RDP, and OOB communication techniques.

Complies with Technical Operations Center (TOC) operational objectives, policies/procedures, work scheduled, and reporting metrics.

Participation in FCC compliancy and testing, frequency bandwidth, spectrum management, close captioning 608/708, CALM Act, SAP, and EAS systems.

Involvement to IP allocations, digital content management, MPEG processing, MPTS, SPTS, MPEG2, MPEG4/AVC encoding, DVB-ASI, SDI, industry codec and CableLab specifications management maybe needed.

Multicast and UDP communications protocols in MPTS and SPTS delivery and distribution in VOD, SDV, broadcast, AVN, HNAV, OTT, web/mobile streaming, and application based content distribution systems.

Ad insertion, cue tone & triggering, DPI, EPG, metadata, content ingesting & storage, programming, and processing/workflow integration.

Server and computer farming, installation, and building, firewall, network, domain, switching, router, FTP, telnet, SSH, TCP/IP, serial, and network troubleshooting maybe performed.

HUMAN RELATIONS: Has contact with company personnel and the ability to work with contractors, vendors, clientele, and the general public.

QUALIFICATIONS:
EDUCATION/EXPERIENCE : Associates degree in related field or equivalent work experience required. Bachelor’s degree preferred in related field. Excellent current technical knowledge and aptitude in the areas of networking, cable television, audio/video, computer/server technology, or telecommunications.

SPECIAL SKILLS, KNOWLEDGE AND ABILITIES : Displayed work experience or study in audio, video, cable TV, satellite, networking, or related field. Ability to work with vendors to develop quotes and pricing for existing or on-going projects, and perform checks to merchant/vendor compliance with contractual terms and agreements. Must have good verbal, written, and interpersonal communication skills. Ability to create documentation, reports, or presentations through the use of Microsoft Office tools and other solutions is preferred. Working knowledge in troubleshooting CATV, electronics, power, basic network protocols, functions of data networks, or various computer operating systems is helpful. Must have the ability to effectively adapt to rapidly changing technology and apply solutions to business needs by continuous self-education. Accuracy and attention to detail. Must have valid Hawaii driver’s license and acceptable driving record.

PREFERRED QUALIFICATIONS: Self-motivation to operate and execute the goals of the department requiring some supervision from management. Strong organizational skills, ability to prioritize, and time management. Ability to work independently or as part of a team.

WORKING CONDITIONS :
MATERIALS AND EQUIPMENT USED : General hand & powered tools, laptop/desktop computers, fax machines, copiers, and office/cell phones. Use of networking tools, cable TV analyzers, video monitoring scopes, handheld meters, and computer design software is based on applicable responsibilities.

PHYSICAL REQUIREMENTS : Ability to work in various building and facility construction environments, indoor/outdoor weathered conditions, and able to lift and install necessary equipment within facilities.

TRAVEL REQUIREMENTS: May require daily travel to equipment sites. Some inter-island travel may be required.

WORKING HOURS : Requires flexible work schedule and on-call duties. May require daily travel to equipment sites and some inter-island travel may be required.
