The City of Oakland is seeking to fill one Cable Television Operations Chief Engineer vacancy within the Office of the City Clerk. The incumbent operates and maintains all KTOP technical facilities, including studio, hearing rooms, remote and master control equipment and systems, as well as signal delivery to the Comcast/AT&T cable head end; and performs related duties as assigned.

The Ideal Candidate:

The ideal candidate for this position will have the experience that demonstrates the ability to manage the design, repair, plan and maintenance of KTOP’s equipment and technical facilitates. Experience in analog and digital media technology, troubleshooting, contract & budget management, broadcast networking and file management are highly desirable.

This individual will have a proven track record of excelling in a highly visible, high pressure environment, and will demonstrate his/her communication and interpersonal skills to effectively and persuasively gain support from both internal and external stakeholders to meet the goals and objectives of The Department and The City.

The eligibility list established from this recruitment may be used to fill other vacancies that may occur within The City including full-time and permanent part-time positions, if applicable.

Examples of Duties:

Duties may include, but are not limited to the following:

  • Supervise and schedule work activities of all engineering staff.
  • Acquire and maintain FCC licenses for transmission frequencies.
  • Maintain all technical equipment, hardware, and software and facilities; utilize HD/SD-SDI Video Server technology, HD/SD video program switcher technology, and HD/SD-SDI video routers.
  • Ensure that all productions and operations meet industry quality standards.
  • Train and provide professional development for the engineering staff.
  • Recommend and procure capital equipment purchases and budgets.
  • Work in collaboration with the Cable TV Production & Operations Manager to maintain consistently higher professional standards for lighting, video, sound and staging for all KTOP productions.
  • Work in collaboration with the Cable TV Production & Operations Manager to achieve most productive use of KTOP resources.
  • Implement and adhere to station policies and procedures.

Minimum Requirements for Application:

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable:

Education:

Bachelor’s degree from an accredited college or university in electrical engineering or other discipline closely related to position requirements.

Experience:

Two (2) years successful experience in a responsible position managing the engineering and operations functions and staff of a professional television production and operations facility.

Certification:

A Certified Senior Broadcast Engineer (CSBE) or a Certified Broadcast Television Engineer (CBTE) certification from the Society of Broadcast Engineer is required.

KNOWLEDGE AND ABILITIES:
Knowledge of:

  • State-of-the-art digital television productions, editing and operating equipment and systems.
  • Broadcast quality production standards.
  • Television and video production techniques.
  • Transmission frequencies.
  • Management and administrative practices and procedures, supervisory practices and procedures.
  • Standard office and networking hardware/software.

Ability to:

  • Organize, manage, maintain and repair sophisticated digital television equipment and systems.
  • Prepare and administer engineering and operating budgets.
  • Supervise engineering and operations staff.
  • Prepare and present clear and concise written and oral reports and related materials.
  • Exercise sound independent judgment within general policy guidelines.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Use microcomputer and standard software and networking systems.

LICENSE / OTHER REQUIREMENTS:
Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked, public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Driver’s License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Supplemental Information:

The Selection Process

Stage I: The first stage in the selection process will consist of a review of each applicant’s employment application, the required Certified Senior Broadcast Engineer (CSBE) or a Certified Broadcast Television Engineer (CBTE) certification from the Society of Broadcast Engineer certification, and supplemental questionnaire for minimum qualifications (weighted pass/fail). Be sure to scan and attach a copy of the required certification to your on-line application. Applications submitted without all required materials will not be given further consideration.

Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency and/or veteran points) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.

Stage III: The third stage may consist of a practical examination that may be preceded by a brief written exercise (weighted 100%) and that will test the knowledge, skills and abilities listed in the qualifications section.

The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.

The City of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
