VIDEO PRODUCTION MANAGER

ST. CHARLES COUNTY COMMUNICATIONS DEPARTMENT

Starting Salary: $ 51,668.28 per year.

This is a full-time, 40 hour per week position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee health, dental, life, disability, retirement and tuition assistance programs.

JOB DESCRIPTION: Manages the creative and technical aspects of the video production process including producing, directing, shooting, and editing video and audio projects for St. Charles County. Plans, prioritizes and directs the overall short- and long-term operations and projects for staff; monitors progress and performance for adherence to established department goals and objectives. Manages video production staff by scheduling and supervising workflow of live broadcasts, program production, broadcast operations and other projects. . Establishes daily and weekly schedules to ensure appropriate staff coverage for video production and programming; tracks progress to ensure deadlines are met and projects are completed in required or reasonable timeframe. Provides creative input and new ideas, and stays up to date on new technology and methods that will improve projects and increase viewership. Conceives, writes, and produces scripts, shot sheets and program rundowns to produce programming that communicates intended messages. Offers alternative views for proposed projects, when necessary, and does so with tact and professionalism. Participates and contributes as a member of the overall Communications Department team to coordinate messages through video, social media, traditional media, publications and other tactics. Analyzes equipment and materials and recommends improvements as necessary. Operates 24-7 cable broadcast operation including, but not limited to, FCC compliance, program scheduling, equipment operation/maintenance, staff scheduling and supervision. Oversees technical analysis/troubleshooting, operation, maintenance, installation, and repairs of equipment for video production, audio equipment, video scoreboard, television broadcast equipment and materials, and lighting. Creates graphics and performs other tasks for production as necessary. Schedules, prepares and conducts live and live-to-tape interviews. Schedules, prepares and interviews on-camera talent for station programming. Maintains updated stock footage and program library. Duplicates and transfers video information as necessary. The manager assists with cable channel and video streaming in the Family Arena when needed. Performs other duties as assigned.

REQUIREMENTS : Bachelor’s degree in mass communications, television production, broadcast journalism, or related field or a minimum of six years’ experience in video production or broadcast television and minimum three years’ experience managing employees. Any combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered. Must possess a good working knowledge of professional broadcast equipment operation and non-linear editing. Must be familiar with current and emerging standards and practices in video production, including FCC regulations. Knowledge of computer software such as Avid, Adobe After Effects, Adobe Photoshop, and/or Adobe Illustrator essential. Knowledge of live broadcast operations, including live switching, essential. Requires in-depth knowledge of studio and field production techniques. Experience writing for television required. Prior experience leading or managing a broadcast crew preferred. Scheduling and budgeting experience preferred. Ability to do on-camera hosting and off-camera voiceover work is a plus. Must have skill in researching program topics and developing the appropriate background information utilizing various sources such as the Internet, databases, library, etc.
