Position: Assist Dean for Building Construction & Space Mgmt

The Assistant Dean is the College’s representative and liaison with the campus’ Environmental Health & Safety Office. Addresses prevention, policy and procedures issues at the College level in this area.
Minimum Requirements
Bachelor’s degree or equivalent combination of education and work experience. Work history demonstrating excellent analytical and innovative thinking to address complex issues. Must have excellent written, verbal, and interpersonal communication skills and ability to communicate clearly and concisely. Strong architectural and construction project management skills, with experience in organizing, planning, and executing projects from vision through implementation. Ability to analyze project needs and to develop budget defining resources needed to meet objectives. Ability to work independently, to show initiative, sound judgment, and discretion. Experience working with wide range of clients including campus senior leaders, faculty, staff, and students with political acumen and confidentiality. Also must be organized, able to prioritize workload, and meet deadlines. Must have excellent customer-service skills, ability to work in a team environment, and to foster cooperation. Experience in research laboratory design and requirements. Experience using AutoCAD or similar programs. Knowledge of state code pertaining to fire and safety requirements.
Desirable Requirements
Bachelor’s degree in architecture or engineering. Familiarity with UCSB’s Facilities Link program. Experience with UCSB’s minor and major capital programs including funding mechanisms, project delivery options, and campus approval processes.

Architectural Design and Construction Management
Manages major capital building projects associated with the College of Engineering. Coordinates and implements feasibility studies and participates in design and development programs. Acts on behalf of the College and holds membership on campus design and construction management teams pertaining to CoE capital building projects. Prepares justification and planning documents pertaining to the College’s space needs for review by deans and campus administrators.
Using advanced architectural and construction management skills, reviews and makes recommendations to architects for changes in design and construction documents ensuring that requested design of floor plan, mechanical, plumbing, and electrical requirements are accurately reflected on documents. Consults and reviews documents pertaining to special laboratory designs including Class 100 clean rooms, state-of-the-art multimedia technology rooms, wet chemistry and biochemistry labs, nuclear magnetic resonance labs, etc. Manages installation of special research equipment including special design for electrical and plumbing, air conditioning and fume hoods. Reviews designs for compliance with campus health and safety requirements. Prepares documents and drawings to be used in planning the construction of the College’s and associated departments’ remodel projects. Assists in the estimation of remodel costs and ensures that construction costs do not exceed the funding. Advises the Dean on monetary aspects and negotiates with campus agencies on funding. Is knowledgeable about the budget and funding process for minor and major capital projects. Monitors and tracks projects expenses and reviews relevant project ledgers.

Space Management
Analyzes space usage and assignments within the College of Engineering and its associated departments. Develops both short and long-term plans, makes recommendations for reassignment of space and future building projects. Maintains accurate space drawings and inventory of space. Interfaces with the Budget and Planning Office on space updates and the utilization of Facilities Link. Manages the annual space inventory and reviews departmental data reports for accuracy. Independently determines classification of space for reporting to the Budget and Planning Office. Prepares and updates the annual College Space Assessment for current and future space needs.
Represents the College of Engineering at the monthly Campus Planning Committee meetings and other campus committees. Provides analysis to the Dean on campus planning issues and the various effects to the College of Engineering. Serves on College and Campus wide major capital building committees.

Health & Safety Coordinator
Acts on behalf of the Dean as the alternate College Hazard Communications Coordinator. Assists with the development and updates the College’s Emergency Action Plan and ensures compliance with various code and ADA regulations. Acts on behalf of the Dean with departmental Hazard Communication Coordinators and independently makes recommendations, solves problems and addresses policy and procedural issues.
Acts as Dean’s representative during emergencies related to the College’s buildings and infrastructure. As such, coordinates with building occupants and Facilities Management, Fire Department, and Environmental Health & Safety as necessary during the emergency and follows through after the incident. Coordinates any insurance claims with campus, outside adjustors and College personnel.
